It is surprising that it has taken experts to diagnose what ails eThekwini Municipality (The Mercury, August 15) when the cause of its progressive decline has long been obvious.
Amongst its maladies, the experts list, are: non-achievement of targets; poor commissioning of projects; shortcomings in repairs and maintenance; and lack of competence and professionalism.
All of those are the result of the loss and failure to sustain institutional memory, which has been the casualty of cadre deployment.
The ideologically hidebound prioritisation of racial quotas without regard to actual skills and experience is the sole reason for the crippling deficiencies that now plague eThekwini.
Platitudes of concern and commitment to “community well-being” are meaningless when there is no actual solution to the crisis in the offing. That is the reality of the situation, which was inflicted by racial obsession with the new baasskap, euphemistically called ‘transformation.’
The other reality of the sorry state to which Durban has succumbed is that reform and improvement are not possible as long as those responsible for the shambles remain in office.
